Selective Co-Production Funding for International Projects
In addition to production incentives, film projects with international partners can benefit from selective minority co-production support. The Croatian Audiovisual Centre has supported numerous internationally acclaimed Croatian minority co-productions, such as Mare by Andrea Štaka, Father by Srdan Golubović, and God Exists, Her Name Is Petrunija by Teona Strugar Mitevska.
The Minority Co-production Scheme provides funding for projects outside Croatia but with Croatian participation. This selective scheme assesses projects solely on their artistic merit, and films supported through this scheme must qualify as official co-productions under either bilateral treaties or the European Convention on Cinematographic Co-production. Croatian co-producers interested in this support scheme can apply for funding upon the Centre’s call for applications, which is an open call with four annual submission deadlines.

Croatia is a signatory to the European Convention on Cinematographic Co-production and has bilateral co-production agreements with Canada, France, Germany, and Italy. It is a member of the European Co-production Fund Eurimages and the EU Creative Europe Programme/MEDIA sub-programme.
The Incentive Programme & Regulations
The Croatian Incentive Programme is based on the Law on Audiovisual Activities and the Rules and Regulations. It's available to international and local filmmakers in the form of a rebate of 25% on qualifying Croatian spending, with an additional 5% for productions filming in regions with below average development. The rebate is calculated on the total qualifying expenditure, excluding value-added tax, and is paid directly to the applicant's Croatian bank account. Qualified spend consists of the costs of goods and services purchased in Croatia and wages paid to Croatian tax residents (both cast and crew) for services carried out in Croatia.
Qualifying Production Formats & Criteria
The rebate applies to the following production formats:
- Feature films
- Documentaries
- Animation
- TV films and TV series
Please note that the rebate does not apply to commercials, reality TV, game shows, and soaps.
To access the benefit, productions must meet the following minimum Croatian spend criteria, depending on the type of project:
- EUR 265,446 for feature films
- EUR 39,817 for documentaries
- EUR 66,361 for animation films
- EUR 132,723 for television films
- EUR 99,542 for each TV episode
- EUR 59,725 for one episode of documentary TV series
- EUR 66,361 for an animated TV series with a minimum total duration of 24 minutes
Application Process & Supporting Documents
To apply for the incentive, electronically signed applications and all their pertaining documents must be submitted to the HAVC ([email protected]) no later than 8 days prior to the start of production in Croatia. The application and all its pertaining documents must be submitted in Croatian.
The supporting documents required for the application include:
- Tax Clearance Certificate
- Certificate of Incorporation
- Proof of public screening of a work produced by the applicant within the last 3 years
- A screenplay and synopsis of the work
- Overall Production Budget
- Proof of security of financing for 70% of the project's production costs in Croatia
- Preliminary Contract or a Service Level Agreement
